In response to the recommendation, the Home Treatment Team performed a comprehensive evaluation on Miss Kelly's present functioning and mental state. The review included a comprehensive medical history and physical examination. It also included a thorough psychological and family therapy assessment as well as a psychiatric diagnostic interview.

According to the report Miss Kelly was suffering from a variety of mental health issues, including the borderline personality disorder, bulimia and anorexia.
