The purchase of used baby equipment is risky even if it's been used for a few months. Secondhand Pushchairs And Strollers items are not required to be registered with the Consumer Product Safety Commission, unlike new items. This rule establishes a compulsory standard for strollers and carriages in accordance with section 104 of the Danny Keysar Child Product Safety Notification Act, pushchairsandprams as amended by the Consumer Product Safety Improvement Act of 2008 (CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society for Testing and Materials. It also sets out requirements and testing methods to minimize the risk caused by these products. CPSC staff worked closely with ASTM participants in the creation of this standard.
